Job Description
The Operations Manager will liaise closely with Mercy Corps’ Procurement Administration and Logistics Manager (PALM) team with regard to the full implementation of PALM standards according to Mercy Corps policies and procedures. A heavy emphasis is placed on the training of local staff within the administration and logistics departments.

Job Summary
The Operations Manager will manage and implement all human resource, procurement, administrative and logistics functions for MC Nigeria.

Functions

  • Oversee the smooth flowing of routine, administrative work of MC Nigeria office(s) and program support operations. Overall responsibility for MC Nigeria logistics, procurement, property, human resources, administration, office security and information technology – including payroll and asset management.
  • Ensure adherence to Mercy Corps administrative procedures by support and program staff;
  • Oversee daily activities of MC Nigeria office(s);
  • Liaise with government agencies as directed by Country Director;
  • Liaise with counterparts from other organizations and relevant government officials, as required;
  • Report on program and administrative activities and security situation with Country Director, as per determined communication schedule;
  • Manage the daily workload with support staff i.e.: logistics, procurement, transport, human resources and administration to ensure proper daily support functions and compliance with Mercy Corps and donor policies, procedures and regulations;
  • Will work daily with program/project managers and receive regular updates of program activities- ensure activities are on schedule and following contingency plans- as outlined by Country Director and Program Manager(s);
  • Advise Country Director, as required, Program Mangers and other staff on the government policies and procedures, taxation and on interaction with the government;
  • Provide all Human Resources services, as required, as per Mercy Corps policies and procedures, including organizing trainings and orientation for staff.
  • Assist program management and support staff, as required, in identification of personnel needs of staff, and advise and participate in recruitment, selection, service contracts and remuneration of personnel.
  • Track all organizational assets and manage processes to replace assets, as necessary;
  • Assist as required, Country Director and Security Management in maintaining and advising on appropriate security systems and procedures and ensure all staff adheres to these policies and procedures.
  • Assist in facilitating Security Management Team (SMT) meetings in Abuja and ensure information is disseminated to all staff, as required the by Country Director.
  • Brief guards and drivers on any immediate security threats.
  • Provide a security briefing to all new staff and advising on current security phase in Abuja.
  • Assist Country Director, as required, in developing strategies to continue work in times of heightened security.
  • Manage incident reporting requirements and maintain incident reporting filing system;
  • Represent MC Nigeria, as advised by Country Director, to government and authorities and at routine security meetings/briefings;
  • In coordination with the Country Director, maintain the security bulletin board in the office(s) and share information with MC Nigeria team;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned

Qualifications
  • A minimum of five years field experience in operational support functions
  • Experience in setting up and managing administration and operations management systems.
  • Experience in procurement, logistics, and human resource management
  • Excellent writing and communications skills
  • Excellent negotiation, representation, skills and the ability to work comfortably with diverse staff.
  • Effective organizational, prioritization, time-management, cost-management and computer skills.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Proven ability to solve problems independently without direct supervision.
  • Previous work experience knowledge of the local dialect is a must

Organizational Learning
As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
