Job

• Preparing / maintaining the Project Quality Plan, and managing the development and maintenance of any Sub-Project Quality Plans
• Providing input to the Project Organization Plan and assisting in staffing QA personnel for the PT
• Ensuring the identification and preparation of PMT plans and procedures necessary for the implementation of the Project Quality Plan, including the Information Management Plan and procedures for timely project-specific training and induction
• Providing direction and instructions concerning quality matters to Sub-Project Quality Coordinators and administering information management and document control activities of the Lead Information Management Coordinator(s)
• Reviewing and approving Contractor's Quality staff assigned to the Sub-Project(s) / Project
• Reviewing and approving Contractor's Project Quality Plan and the Individual Quality Plans of subcontractors, vendors, and sub-vendors (i.e., Suppliers) as required
• Reviewing and commenting on Contractor's Control Procedure necessary for the implementation of Contractor's Project Quality Plan
• Reviewing and commenting on Contractor's schedule(s) for internal and external technical and quality audits, and the plans for each audit
• Ensuring PT reviews and, as required, approves quality deliverables of Contractor and suppliers (e.g., plans, Criticality Ratings, inspection and test plans)
• Ensuring procurement documents, including contracts include adequate technical and quality requirements
• Ensuring appropriate Project and Functional personnel review deviations to equipment and material for acceptability
• Coordinating the quality management activities of Sub-Projects(s) / Project and maintaining interfaces with Project, Sub-Project, and Site management to ensure a consistent, effective approach across the Project
• Ensuring / conducting scheduled audits of Contractor, Suppliers, and PT to determine the effectiveness of the respective Project Quality Plans / Individual Quality Plans, and stewarding audit findings to resolution and closure in a timely manner
• Maintaining a project quality issues and action items register; and monitoring quality performance and coordinating and reporting Project quality metrics to Regional Advisor, PT, PLT, and affected Functions
• Take lead role in maintaining ongoing communication with Subproject Quality Coordinators.
• Interface with Startup/Operations to ensure clear understanding of project quality. Participate in turnover as appropriate
• Maintain interface communication with PM&C Regional Quality Advisor
• Project specific indoctrination and training of quality related activities.
• Development of project Procurement and Construction Surveillance Programs and supporting documents.

Requirements

• Bachelor degree in Engineering or Science preferred.
• Minimum 15 years of experience associated with Quality Management in Quality Assurance and Quality Control, coordination of quality activities within Engineering, Construction, Commissioning and Start-up projects of various facilities in the Oil and Gas Industry
• Minimum 5 years experience as a Project Quality Manager or equivalent experience in management of project quality systems.
• Previous experience with auditing quality management systems. Lead auditor qualification preferred.
• Worldwide experience with contractors and vendors, in particular those involved in the construction of offshore and onshore production facilities.
• Strong management skills, extensive QA experience in responsible roles on major oil & gas engineering & construction projects.
• Knowledgeable in facilitating efforts to resolve interfaces issues and coordinate multiparty (project and stakeholder) QA objectives.
• Quality management and project management experience.
• Experience with project completions and document for operations turnover.
• High level of knowledge on process driven quality systems, skills and experience
• High level of knowledge in auditing procedure and requirements
• Knowledge of Company Management Systems (including OIMS and EMCAPS)
